A project kit like this is great for the advanced beginner crocheter because it provides a great challenge. Plus, amigurumi projects are lots of fun.
You get enough yarn to create Anna and Elsa; when they're finished, there are 10 more projects to create. More yarn, stuffing, and safety eyes will need to be purchased unless you plan ahead and get everything you need before starting.
In fact, it would be really easy to put together a bigger gift and give the crochet fan even more by adding in the yarn for a couple more characters. I would LOVE getting that as a present!
